Здравствуйте! Меня зовут Ольга Семёнова, я директор и основатель бухгалтерской компании «РФ-БУХ». Уже 12 лет веду бухгалтерию малого бизнеса, и за это время через мою практику прошло сотни клиентов — ООО и ИП. С входным НДС на УСН сейчас приходят особенно часто: предприниматели видят НДС в счетах поставщиков и по привычке хотят заявить его к вычету. А потом оказывается, что при ставках 5% и 7% этот НДС нужно было сразу учитывать в стоимости покупки — и цифры в учёте уже приходится исправлять.

Самая дорогая ошибка здесь звучит невинно: «Мы на УСН 15%, значит входной НДС просто поставим к вычету». Нет. Если вы выбрали специальные ставки 5% или 7%, входной НДС не уменьшает НДС к уплате. Я — Семёнова Ольга Владимировна, практикующий бухгалтер с 12-летним опытом, — советую сначала перестать выбирать между цифрами 5 и 7. Выбирать нужно между специальными и общими ставками. А 5% или 7% внутри специального режима чаще определяет уже ваш доход. Ниже разберу, куда деть входной налог, как не потерять его в КУДиР и в каких случаях низкая ставка оказывается вовсе не такой выгодной.

Сначала поправлю главный вопрос: ставку 5% или 7% обычно не выбирают

В 2026 году у бизнеса на УСН с обязанностью платить НДС есть настоящий выбор: работать по общеустановленным ставкам 22%, 10% или 0% с вычетами либо применить специальные ставки 5% или 7%. Вот это решение надо просчитывать. А между 5% и 7% нельзя переключаться по настроению, виду покупателя или конкретному договору. Нельзя для «хорошего» клиента поставить 22%, чтобы ему было удобно принять НДС к вычету, а для остальных оставить 5%. Такая изобретательность обычно прекрасно видна в декларации.

Если в 2026 году вы применяете специальный режим НДС, ставка зависит от доходов. При доходах за 2025 год свыше 20 млн рублей ставка 5% применяется, когда доход находится в пределах соответствующего лимита для этой ставки; при большем доходе применяется 7%. Почему входной НДС при 5% и 7% нельзя поставить к вычету

Специальные ставки придуманы как простой режим: меньше исходящий НДС, но без вычетов по покупкам. Поэтому НДС из счёта-фактуры поставщика, из таможенной декларации или уплаченный при ввозе из ЕАЭС не уменьшает ваш НДС к уплате. Подпункт 8 пункта 2 статьи 170 НК РФ прямо предписывает включать такой налог в стоимость приобретений. Это не наказание и не ошибка поставщика. Это конструкция режима.

Иногда мне говорят: «Но поставщик выделил НДС отдельной строкой, счёт-фактура правильный, почему нельзя вычесть?» Потому что правильный документ — только одно из условий вычета. Вычет по входному налогу дают плательщику, который применяет общеустановленные ставки и выполняет условия статей 171 и 172 НК РФ. При 5% и 7% специальное правило статьи 170 сильнее этого общего механизма. Счёт-фактуру сохранить нужно — не ради вычета НДС, а как документ, подтверждающий цену покупки и расход.

Не путайте входной налог с НДС, который вы сами начислили. Упрощенец на 5% или 7% всё же может заявить отдельные вычеты своего исчисленного НДС: например, при отгрузке в счёт ранее полученного аванса, возврате аванса, возврате товара покупателем или уменьшении цены. Это техническая корректировка собственного налога, а не вычет НДС поставщика. В практике именно здесь чаще всего и возникает путаница: в книге покупок оказываются все входящие счета-фактуры подряд. Так делать не надо.

Как это было у моего клиента: входной НДС чуть не «потерялся» в расходах ООО «Северный вкус»

ООО «Северный вкус» — небольшая компания, которая поставляет продукты в кафе и магазины. Мы взяли её на обслуживание в феврале 2026 года, когда у собственника накопились вопросы по НДС: компания стала применять ставку 5%, а поставщики продолжали выставлять документы с НДС 20%. Руководитель был уверен, что этот налог можно собрать в декларации к вычету, как это было бы на общей системе.

Первое, что я проверила, — договоры, УПД от поставщиков и то, как покупки заносились в учётную программу. За январь пришло товаров на 600 000 рублей без НДС, плюс 120 000 рублей НДС. Бухгалтер до нас отразил 120 000 рублей отдельно как «входной НДС» и собирался уменьшить на него налог. При ставке 5% так делать нельзя: права на вычет нет, поэтому для налогового учёта стоимость товара должна была составить все 720 000 рублей.

Мы по каждому январскому УПД сверили дату, сумму, ставку и факт оплаты, затем исправили отражение поступлений: НДС включили в стоимость закупки. Отдельно я попросила сохранить УПД, платёжные поручения и договоры в папке по поставщикам — эти документы подтверждают расходы. До подготовки декларации за первый квартал мы также составили простую таблицу: закупка без НДС, сумма НДС, полная стоимость и дата оплаты.

Дальше посчитали экономику честно. При выручке за квартал 4 800 000 рублей НДС по ставке 5% составил 240 000 рублей. Входные 120 000 рублей его не уменьшили, зато вошли в себестоимость товара и помогли правильно посчитать финансовый результат компании. Я отдельно предупредила директора: если в программе появляется привычная проводка на вычет, её нужно сразу проверять, а не ждать конца квартала.

В итоге декларацию сдали без попытки заявить неподходящий вычет, а у собственника появился понятный порядок работы с документами поставщиков. Самое важное для него было увидеть не только налог, но и маржу: входной НДС при 5% — это реальная часть цены закупки, которую нельзя просто оставить «за скобками».

При ставках 5% и 7% входной НДС не уменьшает начисленный налог — включайте его в стоимость покупки сразу, пока документы свежие.
